REPORT THE INTERNATIONAL CONFERENCE ON BEST PRACTICE II SOUTH EAST ASIA SCHOOL PRINCIPALS FORUM JAKARTA, INDONESIA 22 -25 June 2010

INTRODUCTION

1. The International Conference on Best Practice II, organized by South East Asia School Principals Forum in cooperation with Directorate for Educational Personnel was held in Jakarta, Indonesia 22 – 25 June 2010.

2. The meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam, APCEIU UNESCO SEOUL KOREA and AUSAID

AGENDA ITEM 1: REPORT OF ORGANIZING COMITEE

3. REPORT OF ORGANIZING COMITEE BY THE DIRECTOR OF SEASPF SECRETARIAT DR . Djoko Suprapto the Director of SEASPF Secretariat in his speech giving a formal report on activities of SEASPF since 2007 – 2010. He underlined the big support from SEAMEO to included countries : Brunei Darussalam, Malaysia, Philippines, Singapore, and of course Indonesia to SEASPF. He is also highlight on the importance of the International Conference on Best Practice II. The rapid and fundamental changes in the world lead to a bigger responsibilities and challenges for all educational leader, and this is why the conference gives focus on the sharing of best practices of school in South East Asia.

AGENDA ITEM 2 : OPENING SPEECH BY THE PRESIDENT OF SEASPF

4. Dr. Sugiarto, the President of SEASPF gave a very warm welcome to all participants of the conference. In his speech he underlined the role of SEASPF as a forum to enhance the leadership skills of school principals in order t develop the quality of learning. There are positive correlations between the leadership behavior of principals and students achievement. Leadership development is not only for building the network but also to achieve a higher level of students performance. The conference is expected to provide us with forum to engage the development of school best practices.

AGENDA ITEM 3 : WELCOME SPEECH BY DIRECTOR OF EDUCATION PERSONNEL AS THE CHAIRMAN OF ROUND TABLE MEETING OF ASEAN EDUCATIONAL LEADERS.

5. Surya Dharma P.hd as the Director of Educational Personnel in his speech gives a recognition to the school leaders role, that maximizing the change of leadership competencies are essential for the school principals which as a key for the success of improvement on education quality. It is therefore very important investment with regard for the success of development toward the welfare of the community as a whole

AGENDA 4 : KEYNOTE SPEECH BY THE MINISTER OF NATIONAL EDUCATION OF THE REPUBLIC OF INDONESIA

6. Prof. Dr. Ir. Mohammad Nuh, DEA in his speech highlighted on the complexity of education. There are three major cause that make education complex, those three major cause are : the huge number of students ( In Indonesia based on a survey held by the ministry of education, there are about 192,985 school that lead to 43,006,514 number of students ), second cause is education taught about human being, human being is very complex and the third cause is education is always about the future, we teach not for today but for the future. He is also highlighted on the correlation between school leadership and students achievement, there is a very strong correlation between those two components. Students quality could be improved by increasing the quality of teachers competencies such as If we want to increase the student quality means we have to increase the school principals’ quality and competencies. School principals is equal to teacher + additional competencies (leadership, supervision, management, entrepreneurship and social skills) He hopes that we can share and exchange though and experiences through effective communication, interaction and mutual collaboration among our school principals. He gives a very big support to SEASPF in enhancing school management and teaching Practice.

AGENDA 5 : THE SIGNING OF MOU

7. Related to the collaboration on field of educational activities, a memorandum of understanding between Asia Pacific Centre of Education for International Understanding with South East Asia School Principal Forum is signed by The Director of APCEIU and The President of SEASPF witnessed by the Director of SEASPF Secretariat and The Minister of National of Education of Republic Indonesia.

AGENDA 6 : THE ANNUAL REPORT OF SEASPF TO HEAD OF DELEGATIONS AS REPRESENTATIVES OF H.E MINISTER OF NATIONAL OF EDUCATION IN THE RESPECTIVE COUNTRIES.

8. A book titled “ A Journey of Leadership Development and School Principals” was given to the head of delegations as representatives of H.E Minister of National of Education in the respective countries.

AGENDA 7 : SUMMARY OF GUEST SPEAKER

9. Dr. LEE SheungHwan (UNESCO-APCEIU) Dr. Lee SheungHwan as the Director APCEIU wish to extend the challenge that we face on education regarding to the rapid changes of the world. It is important to reflect on the importance of education on international understanding. He also promotes the development of education in international understanding in Asia Pacific. He believes that it is important to show examples of successful conflict resolution, between young people, between students and teachers or between the community and the young, while paying attention to the issues of racial discrimination. 10. Dr. Helen Rose Program Design and Accreditation International Adviser Transitional Planning Team for the Australia . Indonesia Basic Education Program (AIBEP) TITLE OF PAPER: PRINCIPALSHIP TO FACE THE GLOBALIZATION ERA ( A Practical Approach) In her presentation Dr. Helen Rose underlined the different between principalship and leadership. She explained that leadership is too important to be left to one person, school principals need to build a supportive organization structures, to actively models, encourages and values real learning. A learning community needs to learn from and with everyone, learns any way possible, seeks new ways to learn, breaks down barriers and celebrates learning. She emphasized that leader should focus on the students and learning needs.

AGENDA ITEM 10: COUNTRY PAPER PRESENTATION

11. During the conference each delegates are requested to present their best practices, this presentations are aimed as a tool to share and exchange thoughts and experiences through effective communication, interaction, and collaboration between School Principals to foster the development of school management and leadership in anticipating the globalization era in the 21st century.

AGENDA ITEM 11: WRAP UP MEETING

12. Wrap Up Meeting is a closure of the conference. In this closing meeting all agendas are summarized and reported, including the sister school program that are promoted during the conference. The meeting is also considered on the next agenda planned by SEASPF.
